Officially announced at Paris Salon 1938, the 15 SIX marks a few months the twentieth anniversary of Citroën, the first model - Type A - was launched in April 1919.
Most of the 1939 Citroën sedans are painted black, with a standard color for the Pilot wheels of each model: yellow on the 7 C and 11 BL, bright red on the 11 B, ivory on the 15 SIX.

In March the 7 was renamed 7 C "Economique" and the 11 become "Performance". The former benefits from new intake and fuel settings, reducing consumption by 10% without affecting performance; the latter receive a new reverse carburetor allowing increase in speed and acceleration without affecting fuel consumption. Thanks to this carburetor and various improvements to the intake, the engine of the 11 "Performance" develops 56 hp instead of 46 previously. All models were renamed: 11 Légere Perfo (BL), 11 Normale Perfo (B) and 7 C Eco (7C).
The convertible versions of '7' and '11' were discontinued.

The design of the "15 SIX" is obviously inspired by the well-established technique of the other Traction Avant. Its hull is that of the 11 Normale from which it differs only by its elongated hood and its larger overhang. Its engine is a 2.9 liter with imposing dimensions which - combined with the extraordinary handling of the "Traction" - allows performance quite breathtaking for a production car.
From summer 1938 to spring 1939, the 15 SIX was produced exclusively as a 4-door saloon (berline). In the spring of 1939, a 15 SIX limousine appeared in two, externally similar versions: 5-seater conduite intérieure and 8/9 seater familiale. A prototype of roadster was released in May 1939, but, because of the war, it did not reach the production stage.
